МЕТОДОЛОГІЧНІ ОСНОВИ ДОСЛІДЖЕННЯ ПРОДОВОЛЬЧОЇ БЕЗПЕКИ КРАЇНИ

Анотація

Глобалізація світового ринку та посилення відкритості національних економік вимагають адекватного реагування на мінливі виклики та передбачати вплив швидкозмінних чинників екзогенного та ендогенного рівнів на формування продовольчої безпеки країн. У статті аргументовано, що прийняття рішень про розроблення інструментарію управління продовольчою безпекою країни має грунтуватись на результатах аналітичної оцінки стану, тенденцій та перспектив розвитку чинників, які на неї впливають та формують. Розроблена методика дослідження продовольчої безпеки країни включає такі етапи: 1) оцінювання стану продовольчого забезпечення (обчислення соціально-економічних показників та індикаторів; оцінка основних ризиків; переведення показників, індексів, коефіцієнтів ризику у стандартизовані частинні коефіцієнти; агрегування частинних коефіцієнтів); 2) аналіз існуючих трендів (перевірка динамічних рядів показників та індикаторів продовольчої безпеки на наявність трендів; визначення регіонів, які залежать від виробництва продовольства в інших регіонах); 3) дослідження продовольчих взаємозалежностей регіонів (розподіл регіонів за ступенем залежності від виробництва в інших регіонах); 4) ідентифікацію чинників впливу на продовольчу безпеку (ідентифікація чинників; оцінка тісноти зв'язку); 5) оцінювання загроз формування продовольчої безпеки (оцінка ризиків продовольчій безпеці; багатофакторне групування регіонів за джерелами ризиків безпеки). Обгрунтовано, що систематизація результатів аналізу за запропонованою методикою забезпечить цілісне уявлення про стан продовольчої безпеки у поточний момент часу, сприятиме визначенню можливих трендів у разі сталості зовнішніх умов, виявленню потенційних загроз та обгрунтуванню перспективних напрямів зміцнення продовольчої безпеки. На цій основі стане можливим визначення потенціалу її забезпечення за рахунок максимально повного використання наявних у країні ресурсів та посилення конкурентних позицій вітчизняних товаровиробників на європейських та світових продовольчих ринках.

METHODOLOGICAL FRAMEWORK OF THE INVESTIGATION INTO THE FOOD SECURITY OF A COUNTRY

Summary

The globalization of the world market and the increasing openness of national economies require an adequate response to the changing challenges as well as anticipation of the impact of rapidly changing exogenous and endogenous factors on the formation of food security of countries. It is argued that decision-making regarding the development of the tools for managing the food security of a country should be based on the results of an analytical assessment of the state, trends and prospects of the factors that influence and shape it. The developed methodology for the investigation into the food security of a country includes the following stages: 1) assessment of the state of food security (calculation of socioeconomic indicators and indices; assessment of the main risks; transformation of indicators, indices, risk factors into standardized partial coefficients; aggregation of partial coefficients); 2) analysis of existing trends (check of the time series of food security indicators for trends; identifying regions that depend on food production in other regions); 3) studying of food interdependencies of regions (division of regions by degree of dependence on production in other regions); 4) identification of factors affecting food security (identification of factors; assessment of the strength of relationship); 5) assessment of threats to the formation of food security (risk assessment of food security; multifactorial grouping of regions by sources of security risks). It is substantiated that the systematization of the results of the analysis according to the proposed methodology will provide a whole picture of the situation with food security at present, facilitate the identification of possible trends in the context of stable external conditions, as well as identify potential threats and give grounds for promising directions for strengthening food security. On this basis, it will be possible to determine the potential of its provision by maximizing the use of available resources in a country and strengthening the competitive position of domestic producers in the European and world food markets.
