СТРАТЕГІЧНЕ ПРОГРАМУВАННЯ ДЕРЖАВНОЇ ПОЛІТИКИ ЦИФРОВІЗАЦІЇ РЕАЛЬНОГО СЕКТОРУ ЕКОНОМІКИ УКРАЇНИ
Анотація
Визначено необхідність ретельного, узгодженого та диференційованого планування державної політики розвитку сектора цифрової економіки в Україні. Обгрунтовано важливість зміни моделі реального сектору економіки, де запропоновано цифрову економіку розглядати як четвертинний сектор економіки. Сформовано елементний склад Державної програми цифровізації в реальному секторі економіки України, до якого включено: вихідні умови; мету; цілі державної політики; напрями регулювання; глобалізаційний та євроінтеграційний блок; фінансово-ресурсне та організаційно-управлінське забезпечення; інструментарій моніторингу, контролю та коригування. Доведено, що метою Державної програми цифровізації в реальному секторі економіки України має стати гармонізація та конвергенція сектора цифрової економіки України та ЄС, зростання вітчизняної цифрової індустрії, модернізація бізнес-процесів суб'єктів реального сектора національної економіки на засадах підвищення рівня цифровізації. Ідентифіковано індикатори моніторингу реалізації Державної програми цифровізації в реальному секторі економіки України, які розділено на три групи: розвиток цифрової індустрії; цифрова модернізація бізнес-процесів суб'єктів реального сектора економіки; гармонізація та конвергенція цифрової економіки України та ЄС.

STRATEGIC PROGRAMMING OF THE STATE POLICY OF DIGITALIZATION OF THE REAL ECONOMY OF UKRAINE
Summary
The necessity of careful, consistent and differentiated planning of the state policy of development of the digital economy in Ukraine is identified. It is concluded that, in fact, strategic planning of the state policy of development of the digital economy of Ukraine is not completed, especially when it comes to public administration at the level of spheres and economic sectors. The importance of changing the model of the real sector of economy, where it is proposed to consider the digital economy as a quarter of the economy, is substantiated. It is noted that the products of the digital sector can be attributed to the primary (because they are not formed on the basis of raw materials obtained, although they depend on communication technologies (telecommunications equipment and services), software and hardware), and the secondary (since the final product is created here ), and to the tertiary (product mainly service) sectors. The elemental composition of the State Program of Digitization in the Real Sector of Ukraine's Economy has been formed, which includes: initial conditions; goal; public policy goals; directions of regulation; globalization and European integration block; financial-resource and organizational-management support; monitoring, control and adjustment tools. It has been proved that the goal of the State Program of Digitization in the Real Sector of Ukraine should be the harmonization and convergence of the digital economy of Ukraine and the EU, the growth of the domestic digital industry, the modernization of business processes of the subjects of the real sector of the national economy on the basis of increasing the level of digitalization. Achieving this goal requires the implementation of a set of tools and measures in the areas of public policy: improving the regulatory and organizational and methodological support for the development of the digital economy; development of digital infrastructure; providing financial and economic incentives to the subjects of the real sector of economy for the implementation of digital modernization projects; implementation of the state program of development of Industry 4.0; initiation and support of projects for creation of engineering clusters; public-private partnerships and grant funding for projects with a focus on growth drivers. Indicators for monitoring the implementation of the State Program of Digitization in the Real Sector of Ukraine's Economy have been identified, which are divided into three groups: development of the digital industry; digital modernization of business processes of subjects of the real sector of economy; harmonization and convergence of the digital economy of Ukraine and the EU.Keywords: social responsibility, entrepreneurship, governance, personnel, labor, Ukraine.
