УЗАГАЛЬНЕННЯ ІНСТРУМЕНТІВ СВІТОВОГО ДОСВІДУ ДЕРЖАВНОЇ ПОЛІТИКИ ІННОВАЦІЙНОГО ТА ТЕХНОЛОГІЧНОГО РОЗВИТКУ ЕКОНОМІКИ
Анотація
У статті показано, що формування стійких засад конкурентоспроможності економіки об'єктивно потребує розвитку національного господарства та його ключових галузей на засадах інноваційно-технологічного розвитку. Узагальнено світовий досвід державної політики забезпечення інноваційного та технологічного розвитку економіки. Зроблено висновки відносно основних концептуальних характеристик процесів та, відповідно, інструментів державної політики реіндустріалізації та забезпечення інноваційно-технологічного розвитку національної економіки. Характеристики реіндустріалізації національного господарства досліджені за такими складовими, як відновлення та розвиток виробництва, частка високотехнологічної продукції, інвестування в інновації, технологічна модернізація, зростання інноваційної активності та розвиток партнерських взаємозв'язків. Відповідно до цих елементів визначено ключові інструменти державного регулювання, а також заходи, що мають бути реалізовані для досягнення цілей державної політики інноваційно-технологічного розвитку.

STATE POLICY OF INNOVATIVE AND TECHNOLOGICAL DEVELOPMENT OF ECONOMY WORLD EXPERIENCE INSTRUMENTS GENERALIZATION
Summary
The purpose of the article is to summarize the tools of the world experience of the state policy of innovation and technological development of the economy. It is stated that the formation and implementation of a qualitative and effective state policy of ensuring the technological competitiveness of the national economy requires a preliminary study and generalization of the world experience of state policy in this field, revealing its advantages, positive practices, as well as miscalculations.
The article shows that the formation of sustainable foundations of competitiveness of the economy objectively requires the development of the national economy and its key industries on the basis of innovation and technological development. The main results of the study are that on the basis of the global experience of the state policy of providing innovative and technological development of the economy, conclusions were drawn for the public authorities responsible for the development and further implementation of the policy in the sphere of ensuring the competitiveness of the economy. Conclusions have been made regarding the main conceptual characteristics of the processes and, accordingly, the instruments of the state policy of reindustrialisation and ensuring the innovation and technological development of the national economy. The characteristics of the re-industrialization of the national economy are investigated by components such as recovery and development of production, share of high-tech products, investment in innovation, technological modernization, growth of innovation activity and development of partnerships. In accordance with these elements, key instruments of state regulation are identified, as well as measures that must be implemented to achieve the goals of the state policy of innovation and technological development.
The scientific novelty of the research is to improve approaches to the identification of instruments of state regulation in the sphere of providing innovative and technological development of the national economy by identifying them in accordance with the main characteristics of the re-industrialization of the national economy.
