ФОРМУВАННЯ РАЦІОНАЛЬНОЇ ОРГАНІЗАЦІЙНО-ЕКОНОМІЧНОЇ СТРУКТУРИ УПРАВЛІННЯ ОТГ
Анотація
Статтю присвячено дослідженню питань щодо формування раціональної організаційно-економічної структури управління об'єднаних територіальних громад (ОТГ). У контексті дослідження встановлено, що у організації системи ОТГ доцільно вивчати цикл "наука — виробництво — збут — фінанси". Відтак ОТГ включатиме організацію науково-технічного розвитку виробництва, оновлення асортименту, номенклатури кінцевої продукції на підприємствах-учасниках ОТГ, удосконалення технологічного процесу, збут продукції та послуг у всіх підрозділах ОТГ, управління фінансами ОТГ та інші питання. Поряд з раціональною організаційно-економічною структурою управління окреслено чотири системи організації управління виробництвом, науковим потенціалом, збутом і фінансами ОТГ. Запропоновано основні функції системи управління ОТГ. Побудована раціональна організаційно-економічна структура об'єднання територіальних громад створюватиме сприятливі умови для розвитку замкнутого процесу відтворення та забезпечення управління ОТГ на всіх стадіях її стратегічного розвитку.

FORMATION OF RATIONAL ORGANIZATIONAL AND ECONOMIC STRUCTURES OF MANAGEMENT OTG
Summary
The rational organizational and economic structure of the united of territorial communities will create favorable conditions for the development of a closed process of reproduction and ensuring the management of UTC.
It is established that when organizing the system of UTC it is expedient to study the cycle "science — production — sales — finance". Therefore, UTC should include the organization of scientific and technological development of production, updating of assortment, nomenclature of final products at the enterprises participating in UTC, improvement of the technological process, sales of products and services in all sections of the UTC, management of UTC finances and other issues.
Along with the rational organizational and economic structure of management, there are four systems of organization of production management, scientific potential, sales and finance of UTC, ie, rational organization and management in UTC. The first system — the organization of management of science and technology UTC, which will provide a highly effective, uninterrupted, integrated management of all processes of research to the introduction of new products into production. The second system — the organization of production management in the UTC will create the prerequisites for ensuring the continuity of the production process at low cost. The third system — the rational organization of sales management in the UTC will take into account the acceleration of the overall process of reproduction, from the development of products to their implementation in markets with high financial results. The fourth system is the organization of financial management of UTC. When developing a strategy for the effective management of OTF finances, attracting investment from external and internal sources is an essential element of their activity. In the course of the research, the main functions of the control system of UTC are proposed.
The constructed rational organizational and economic structure of the united of territorial communities will create favorable conditions for the development of a closed process of reproduction and ensuring the management of UTC at all stages of its strategic development.
