КОНЦЕПЦІЯ УПРАВЛІННЯ ЗМІНАМИ РЕГУЛЯТОРНОЇ ПОЛІТИКИ РОЗВИТКУ НАЦІОНАЛЬНОЇ ЕКОНОМІКИ

Анотація

Розроблено концепцію управління змінами регуляторної політики розвитку, яка грунтується на визначальних процесах управління, в якій поєднуються теоретико-пізнавальний, методичний, аналітико-орієнтувальний, планувально-оптимізаційний та впроваджувально-контрольний рівні. Запропонована концепція дозволяє не лише спланувати і внести зміни в галузі регулювання розвитку, але й здійснити контроль за їх впровадженням. Розкрито сутність та складові кожного рівня розробленої концепції. Визначено, що в результаті дотримання розробленої концепції управління змінами регуляторної політики розвитку національної економіки з'явиться можливість забезпечити прискорення розвитку як в окремих сферах, так і в національній економіці в цілому. Представлено схему дерева досягнення цілей зміни регуляторної політики в певній сфері національної економіки. Наведено документи, що спрямовані на зміну регуляторної політики розвитку національної економіки, які мають враховуватися у розробці дерева цілей по сферах національної економіки.

CONCEPT OF MANAGEMENT OF CHANGES IN REGULATORY POLICY OF THE DEVELOPMENT OF NATIONAL ECONOMY

Summary

The actual problem of regulatory policy is its ability to ensure the development of the national economy. The purpose of the article is to develop the concept of change management of the regulatory policy for the development of the national economy on the basis of defining the management processes. It is determined that the concept of change management is the basis for the formation of a modern paradigm of state regulation of economic development and construction on its basis the management system that would meet the challenges of today and be able to function effectively in the conditions of information civilization. The concept of change management of regulatory development policy is developed, which is based on the defining processes of management, which combine theoretical, cognitive, methodological, analytical-orientational, planning-optimization and implementation-control levels. The proposed concept allows not only to plan and make changes in the field of development regulation, but also to realize the control on their implementation. It is determined that the theoretical and cognitive level includes the conceptual and categorical apparatus. The analytical and orientation level includes the assessment of the current situation, modeling of the connection between the development of the national economy and regulatory policy. The planning-optimization level should include planning for regulatory policy changes based on a three-dimensional change management matrix, building an optimization model, identifying the optimal changes in the development and regulatory policy, developing the regulatory policy improvement tasks, and evaluating the effectiveness of the changes. The implementation-control level includes detailing the measures developed on the basis of the goals tree by area, making changes and adjusting the strategic documents. The scheme of the goals' achievement tree of change the regulatory policy in a certain sphere of national economy is performed. The documents that are aimed at changing the regulatory policy of national economy development, which should be taken into account in the development of a goal tree in the domains of the national economy, are presented. It is determined that as a result of adherence the developed concept of change management of regulatory policy of the development of national economy it will be able to accelerate development both in individual areas and in the national economy as a whole.
