ІНСТИТУЦІЙНИЙ СТАТУС ДЕРЖАВИ В УМОВАХ СОЦІАЛЬНО-ЕКОНОМІЧНОЇ НЕСТАБІЛЬНОСТІ

Анотація

У роботі розглянуто зміни інституційного статусу держави в умовах соціально-економічної нестабільності. У процесі дослідження зазначено, що саме зміна пріоритетів економічного розвитку визначає необхідність пошуку шляхів забезпечення інституційного статусу держави. Обгрунтовано важливість пошуку оптимальної моделі соціально-економічного розвитку, враховуючи національні особливості перебігу трансформаційних процесів та наголошуючи на важливості чинника державного регулювання. Визначено, що в сучасних умовах посилення глобальної конкуренції трансформаційні зміни одночасно як підсилюють невизначеність траєкторії національного соціально-економічного розвитку, так і породжують нові можливості та альтернативи. Виявлено, що фундаментальною підставою особливого інституційного статусу держави в економіці є правова соціальна держава, яка суверенна у своїй виключній місії створення формальних економічних інститутів та одночасно підлягає контролю з боку громадянського суспільства на підставах суспільного договору та фінансової залежності від платників податків. Запропоновано концептуальні уявлення про сучасні форми прояву суперечливої інституційної природи держави в економіці. Доведено, що прояви інституційного статусу держави потребують вибору альтернативності як закономірності економічного розвитку у контексті чинників інституціональних перетворень в Україні.

INSTITUTIONAL STATUS OF THE STATE IN THE CONDITIONS OF SOCIAL AND ECONOMIC INSTABILITY

Summary

The paper considers changes in the institutional status of the state in the conditions of socio-economic instability. In the course of the study it is stated that the change in the priorities of economic development determines the need to find ways to ensure the institutional status of the state, which consists in a significant transformation of socio-economic development of society, in the process of which a multicomponent aggregate institutional system corresponding to the globalization challenges of the present must be formed. The importance of finding the optimal model of socio-economic development taking into account national peculiarities of the process of transformation processes and emphasizing the importance of the factor of state regulation is substantiated. It is determined that in today's conditions of increasing global competition, transformational changes simultaneously increase the uncertainty of the trajectory of national socio-economic development, and generate new opportunities and alternatives. Deepening the contradictions of the development of the modern economic system against the background of aggravation of growing socio-institutional gaps is actualizing the solution of fundamental issues of the institutional status of the state. It was found out that the fundamental foundation of the special institutional status of the state in the economy is a legal social state which is sovereign in its exclusive mission of creating formal economic institutions and is simultaneously subject to civil society control on the grounds of a social contract and financial dependence on taxpayers. Conceptual representations about modern forms of manifestation of the contradictory institutional nature of the state in the economy are proposed. It is proved that manifestations of the institutional status of the state require the choice of alternative as regularities of economic development in the context of factors of institutional transformations in Ukraine. The prospects for further research are the detailed analysis of globalization processes that lead to changes in the institutional status of the state.
