ТЕОРЕТИЧНІ ПІДХОДИ ТА МОДЕЛІ ТРАНСФОРМАЦІЙНИХ СТАНІВ АГРАРНОГО СЕКТОРУ ЕКОНОМІКИ
Анотація
У статті розглянуто теоретичні підходи та моделі трансформаційних станів аграрного сектору. Наголошено, що дослідження трансформаційних процесів логічніше проводити з точки зору системного підходу, що включає такі етапи: виявлення ядра перетворювального процесу в аграрному комплексі; вивчення його трансформації виходячи з цілісності системи; структурування перетворювальних процесів за стадіями та етапами розвитку аграрного сектору; визначення швидкості його змін у кожному етапі. Наголошено, що така систематизація, по-перше, дає можливість розглянути трансформацію аграрного сектору через комплексне відображення змін, що входять до його складу взаємопов'язаних і взаємообумовлених елементів. По-друге, дозволяє визначити вектор трансформації, спрямований, з одного боку, на перебудову аграрного сектору, з іншого боку, прагне до збереження його цілісності. По-третє, дає можливість врахувати все різноманіття чинників, що впливають на еволюційні процеси системи.

THEORETICAL APPROACHES AND MODELS OF TRANSFORMATION STATES OF THE AGRICULTURAL SECTOR
Summary
The article deals with theoretical approaches and models of the transformational states of the agrarian sector. It is determined that the consequences of the reform of the national economy in the 1990s of the XX century were a fall in the volume of material production, de-industrialization and high energy consumption of products, low monetary incomes and poor consumer sector, that is, ultimately, the hypertrophied structure of production and distribution, accumulation and consumption, which determines the need for the next rational structuring of the economy of the country and its regions. It was emphasized that especially negative transformations took place in the agrarian complex: the area of agricultural land and arable land used in production decreased, the number of cattle and sheep sharply decreased, the fertility of the land was continuously deteriorating, production volumes decreased significantly, there were large changes from the positions of sizes and a combination of different forms of management with prevalence in most regions of households, against the background of a certain development of the farm sector and a decrease in the share of agriculture odarskyh enterprises. The proposed study of transformation processes is more logical in terms of the system approach, which includes the following stages: the identification of the nucleus of the transformation process in the agrarian complex; studying its transformation based on the integrity of the system; structuring of transformation processes according to stages and stages of agrarian complex development; determine the rate of its changes in each stage. It is emphasized that such systematization, firstly, makes it possible to consider the transformation of the agrarian complex through the complex reflection of the changes that are part of its composition of interconnected and mutually related elements. Secondly, it allows to determine the vector of transformation, aimed, on the one hand, on the restructuring of the agrarian complex, on the other hand, seeks to preserve its integrity. Thirdly, it enables us to take into account all the diversity of factors that influence the evolutionary processes of the system.
