ФІСКАЛЬНА ПРОЗОРІСТЬ ЯК ІНСТРУМЕНТ ПРОТИДІЇ ГІБРИДНІЙ ВІЙНІ

Анотація

У статті доведено, що фіскальна прозорість через зміцнення довіри до держави стає дієвим інструментом протидії гібридній війні РФ проти України. Реалізовано значний обсяг проектів, які продовжують розвиватися. Прозоре представлення фіскальних даних може сприяти боротьбі з корупцією та тіньовою економікою, оптимізувати процеси управління та контролю, підвищити справедливість фіскального перерозподілу, фінансово грамотно протидіяти популізму та пропаганді, зекономити ресурси, а також прискорити розвиток інформаційних технологій. Вищезазначене у сукупності буде вирішальними перевагами України над країною-агресором. Важливим є підвищення інформаційної безпеки збереження, обробки та передачі даних державних та місцевих фінансових органів від можливих хакерських атак та вірусів. Нагальним завданням є включення профільних IT-дисциплін у програми підвищення кваліфікації працівників публічного сектору.

FISCAL TRANSPARENCY AS AN INSTRUMENT FOR COUNTERING THE HYBRID WAR

Summary

Fiscal transparency is recognized as an essential element of effective fiscal management. The state owns the largest amount of data, but not always able to use them. At the state level, an understanding of the importance of data digitalization has been formed. Democratic policy of Ukraine is more flexible. Unlike the RF as aggressor, our state is ready to provide more transparency for accountability by citizens. In response, it is also able to respond more responsibly to relevant comments from civil society.
Fiscal transparency during the hybrid war has increased economic, political and social effects. The application of the principle of transparency in the fiscal area creates an effective security instrument of a national scale. Possibilities of using fiscal transparency instruments in countering the hybrid war outlines at six areas.
Fiscal transparency is a powerful instrument for combating the three major problems of the national economy — corruption and the shadow economy, as well as (not) consciously inefficient use of resources (mismanagement) that have made Ukraine vulnerable to the hybrid war. The most successful fiscal transparency projects are: the Electronic VAT Administration System of the and the Single Public Register of Applications for VAT Refund, Electronic Public Procurement System "ProZorro", the Single Portal on Public Spending "E-data". The indicator of increasing fiscal transparency was the promotion of Ukraine in the international thematic rating "Open Budget Index" during the period of the war.
In addition, a transparent presentation of fiscal data can optimize management and control processes, increase the fairness of fiscal redistribution, counteract by financial literacy against populism and propaganda, save resources, and accelerate the development of information technology. The foregoing in aggregate will be the decisive advantages of Ukraine over the aggressor country.
Among the main challenges of fiscal transparency are weak staffing, programmatic and technical preparedness of government bodies and insufficient data protection guarantees. It is important to increase the information security of the storage, processing and transferring of data by central and local financial authorities from possible hacker attacks and viruses. The urgent task is to include specialized IT disciplines in the training program for public sector employees.
