МЕТОДИЧНІ ПІДХОДИ ЩОДО ОЦІНКИ РЕСУРСНОГО ПОТЕНЦІАЛУ РЕГІОНАЛЬНОЇ СФЕРИ ТУРИЗМУ

Анотація

У статті досліджено методичні підходи щодо оцінки ресурсного потенціалу регіональної сфери туризму. Встановлено, що проблема дослідження туристичного ринку в сучасних умовах зростаючої конкуренції як серед вітчизняних виробників туристичного продукту (послуг), так й іноземних туристичних суб'єктів залишається достатньо гострою. При цьому специфічність туризму як сфери економічних відносин, що об'єднує низку галузей (транспорт, зв'язок, готельне господарство, банки, сферу розваг тощо), обумовлює суттєві перешкоди в отриманні економічної інформації для аналізу туристичної діяльності на всіх рівнях. До того ж, неспроможність порівняльного аналізу тенденцій розвитку туристичного ринку України з процесами світового туристичного ринку та обгрунтування висновків для прийняття відповідних управлінських рішень є наслідком наявної розбіжності в методиці обчислення окремих показників туристичної діяльності за національною системою обліку і зарубіжною методикою.

METHODOLOGICAL APPROACHES TO ESTIMATE RESOURCE POTENTIAL OF THE REGIONAL SPHERE OF TOURISM

Summary

Tourism is a large-scale and important strategic sector of the national economy, which is an investment attractive type of economic activity, and serves not only as a source of currency revenues to the budget of the country but also an indicator of the country's cultural development. Tourist-recreational activity plays an important role in the economy of the countries and regions, ensuring the rational use and preservation of natural-ecological, cultural-historical and informational and cognitive resources of the territory. Today in Ukraine there is an ineffective use of the existing tourist and recreational potential of the regions, which leads to the loss of opportunities for the development of this industry in contrast to many countries in the world. In this context, there is a need to assess the existing tourist and recreational potential of the country, its separate administrative-territorial units, and to develop directions for its increase and increase its use.
As a result of the research, it was determined that the estimation of the tourist-recreational potential (TPP) of the region in the present conditions is a priority task of ensuring the sustainable development of the tourism sector and an important prerequisite for its planning and forecasting at the regional level, optimization of the spatial and economic organization of territorial tourist and recreational complexes. The shortage or lack of data from an objective expert assessment of tourist and recreational potential creates a number of problems involving the investment resources aimed at modernizing the tourist and resort and recreational infrastructure..
The problem of studying the tourism market in the current conditions of growing competition, both among domestic producers of tourist products (services) and foreign tourist agents, remains quite acute. At the same time, the specificity of tourism as a sphere of economic relations, uniting a number of industries (transport, communications, hospitality, banks, entertainment, etc.), causes significant obstacles in obtaining economic information for the analysis of tourism activity at all levels. In addition, the inability of a comparative analysis of trends in the development of the tourist market of Ukraine with the processes of the world tourist market and the substantiation of conclusions for the adoption of appropriate management decisions is a consequence of the existing discrepancy in the methodology for calculating individual indicators of tourism activity by the national accounting system and foreign methodology.
