ДЕСТРУКТИВНИЙ ВПЛИВ ТЕРОРИЗМУ НА БЕЗПЕКОВЕ СЕРЕДОВИЩЕ УКРАЇНИ
Анотація
У статті досліджено деструктивний вплив тероризму на безпекове середовище України.
Розкрито сутність поняття "тероризм" та інших суміжних економіко-правових категорій, таких як терористична діяльність, терористичний акт, терорист, терористична організація.
Відображено й обгрунтовано інструментарій розкриття сутності та властивостей тероризму як загрози життєво важливим інтересам громадян, суспільства, державності. Зокрема конкретизовано причини виникнення тероризму, об'єкти та суб'єкти тероризму, його види та наслідки. Визначено мету тероризму, яка передбачає нанесення шкоди громадянам, суспільству, нації, державності, насильство над людьми, отримання матеріальної та іншої вигоди кримінально-злочинними елементами чи організаціями, групами, особами.
Конкретизовано методи забезпечення діяльності терористів. Акцентовано увагу на тому, що фінансування тероризму здійснюється різними шляхами, виключно нелегальними, часто через діяльність некомерційних організацій.
Предметом фінансування терористичної групи чи організації можуть бути кошти у національній або іноземній валюті, цінні папери.
Визначено основні терористичні загрози та чинники, які впливають на безпекову ситуацію в Україні.
Відображено деструктивний вплив тероризму, що призводить до дестабілізації важливих сфер життєдіяльності держави, та має відображення на безпековому середовищі України.
Конкретизовано багатовекторний аналіз деструктивного впливу терористичної діяльності на безпекове середовище України; систематизовано негативний вплив тероризму на окремі сфери, зокрема на політичну, воєнну, соціальну, економічну.
Досліджено, що терористична діяльність та існування тероризму негативно впливають на реалізацію національних (економічних) інтересів громадян, суспільства, державності та чинять деструктивний вплив на безпекове середовище в країні.
Визначено заходи протидії тероризму як засобу зміцнення безпеки України.

THE NEGATIVE IMPACT OF TERRORISM ON UKRAINE'S SECURITY
Summary
The article deals with the destructive influence of terrorism on the security environment of Ukraine.
The essence of the concept of "terrorism" and other related economic and legal categories such as terrorist activity, terrorist act, terrorist, terrorist organization are revealed.
The tools for disclosing the essence and properties of terrorism as threats to the vital interests of citizens, society, and statehood are illustrated and substantiated. In particular, the reasons for the occurrence of terrorism, objects and subjects of terrorism, its types and consequences are specified. The purpose of terrorism, which involves causing harm to citizens, society, nation, statehood, violence against people, obtaining material and other benefits by criminal-criminal elements or organizations, groups and individuals is determined.
The attention is focused on the factors provoking the emergence and contributing to the development of a conflict situation in society: the economic crisis; political instability; the destruction of cultural, moral, historical and humanitarian values; rising separatist sentiment; destructive processes of the social sphere that led to the marginalization of social groups; the drop in living standards and the state of psychological stress; growth of social aggressiveness.
Specifies the methods of providing terrorist activities. The emphasis is placed on the fact that financing of terrorism is carried out in various ways, exclusively illegal, often through the activities of non-profit organizations.
The subject of financing a terrorist group or organization may be funds in national or foreign currency, securities.
The main terrorist threats and factors influencing the security situation in Ukraine are as follows: aggression from Russia; intelligence and subversive activities of foreign special services; the existence of anti-Ukrainian information and advocacy companies; operation of international terrorist and religious extremist organizations; the proliferation of illicit trafficking in weapons, ammunition and explosives; terrorist manifestations using means of defeat; anonymous notices of substitution that pose a threat to the security of citizens; protests of certain segments of the population.
The comparative analysis of the level of influence of terrorism in Ukraine and other countries of the world is carried out.
The destructive influence of terrorism is shown, which leads to destabilization of important spheres of vital activity of the state, and reflects on the security environment of Ukraine.
The multi-vector analysis of destructive influence of terrorist activity on the security environment of Ukraine is specified; The negative impact of terrorism on certain spheres, in particular political, military, social and economic, is systematized.
It was investigated that the terrorist activity and the existence of terrorism negatively affect the realization of national (economic) interests of citizens, society, statehood and exert a destructive influence on the non-pockets of the country.
The measures, the realization of which will strengthen the security situation in Ukraine, will promote achievement of national (economic) interests of citizens, society, statehood and will determine: increase of competitiveness and business activity of the country, economic growth and stability of socio-economic development.
Measures to counteract terrorism as a means of strengthening Ukraine's security have been identified.
