ДЕРЖАВА ДОБРОБУТУ ТА СУЧАСНІ ПРОЦЕСИ ТРАНСФОРМАЦІЇ ФІСКАЛЬНОГО ПРОСТОРУ

Анотація

У статті досліджено засади функціонування держави добробуту в умовах трансформації фіскального простору. Окреслено теоретико-методологічні проблеми дослідження держави добробуту на сучасному етапі, а саме: відсутність єдиних теоретичних і методологічних підходів до трактування держави добробуту та універсального набору її критеріїв та ознак; проблема існування різних форм держави добробуту та функцій, що нею надаються та фінансуються в історичному контексті; вибір оптимальних форм фінансування соціальних функцій у різних типах держави добробуту; існування різних синонімів визначення поняття "держава добробуту", що створює передумови до формування різних підходів до дослідження засад її формування та діяльності. Визначено, що трансформація фіскального простору для фінансування соціальних функцій спричинена рядом глобальних та національних факторів, основними серед яких є такі: етап циклу економічного розвитку країни; роль держави у країні; потенціал фіскального простору та фіскальна стійкість; історична традиція та існуюча в країні модель соціального захисту; структура економіки та рівень зайнятості у країні; науково-технічний прогрес та цифровізація економіки; очікування населення щодо виконання державою соціальних функцій; рівень впливу глобальних економічних та соціальних тенденцій на національну економіку та соціальну сферу; поява нових вразливих верств населення; демографічне старіння населення; зростання нерівності протягом життєвого циклу людини та ін. Показано, що внаслідок впливу домінуючих факторів на державу добробуту, її функціонування відбувається в період фіскальної експансії, який змінюється періодом фіскального скорочення. Виявлено, що у період світової фінансово-економічної різні країни використовували заходи циклічного та контрциклічного фінансування соціальних функцій. Систематизовано основні суперечності — чинники сучасного тиску на державу добробуту та ключові ознаки "мінімізації" сучасної держави добробуту. Зроблено припущення про існування кризи держави добробуту. Досліджено перспективні напрями та механізми зміни підходів до фінансування соціальних функцій держави як основи держави добробуту.

WELFARE STATE AND MODERN PROCESSES OF FISCAL SPACE TRANSFORMATION

Summary

In the article the fundamentals of the functioning of welfare state in the conditions of fiscal space transformation are researched. The theoretical and methodological problems of the study of welfare state at the present stage are outlined, namely: the lack of unified theoretical and methodological approaches to the interpretation of welfare state and the universal set of its criteria and characteristics; the problem of the existence of various forms of welfare state and the functions that it provides and is financed in the historical context; selection of optimal financing mechanisms of social functions in different types of welfare state; the existence of different synonyms for the definition of " welfare state", which creates the preconditions for the formation of different approaches to the study of the principles of its formation and activities. It is determined that the transformation of the fiscal space for the financing of social functions is caused by a number of global and national factors, the main among which are the following: the stage of the economic development cycle of the country; the role of state in the country; the potential of fiscal space and fiscal sustainability; the historical tradition and the existing model of social protection in the country; the structure of economy and the level of employment in the country; scientific and technological progress and digitization of economy; expectations of the peoples about the implementation of the governmental social functions; the level of influence of global economic and social trends on the national economy and social sphere; emergence of new vulnerable segments of the population; demographic aging of the population; growth of inequality during the life cycle and others. It is shown that due to the influence of the dominant factors on welfare state, its functioning occurs during the period of fiscal expansion, which is replaced by the period of fiscal austerity. It was found that during the period of the world financial and economic crisis various countries used cyclic and countercyclical financing of social functions. The basic contradictions — factors of modern pressure on welfare state and key signs of "minimization" of welfare state are systematized. An assumption is made about the existence of a welfare state crisis. Prospective directions and mechanisms of change of approaches to financing of social functions as the basis of the welfare state are investigated.
