ТЕОРІЯ ВИНИКНЕННЯ ВІЙСЬКОВИХ КОНФЛІКТІВ, ВОЄН

Анотація

У статті визначено, що війна — конфлікт між політичними утвореннями — державами, політичними угрупованнями — відбувається на грунті різних претензій, у формі озброєного протиборства, військових дій між їх збройними силами. Війна є засобом нав'язування опонентові своєї волі.
На основі опрацювання навчально-наукової літератури систематизовано підходи в аналізі історичного розвитку військових конфліктів з метою виявити закономірності виникнення війн. Встановлено, що класифікаційний спектр не відображає всієї повноти можливих варіантів застосування збройного насильства, оскільки види і форми збройного політичного конфлікту зароджуються і функціонують у конкретно-історичних умовах, які і визначають специфіку і неповторність кожного окремого конфлікту. У зв'язку з цим, вибір форми збройного насильства багато в чому залежить від причин, що призводять до конфлікту. Показано, що на сучасному етапі розвитку економіки, важливим є розуміння, що в глобальному світі є актуальним цілий комплекс проблем, що виникли внаслідок зусиль світових держав з нарощування своєї військової потужності. Ми спостерігаємо, що в роботу по досягненню військової переваги залучається все більш широке коло фахівців з самих різних областей — насамперед це стосується фахівців в сфері високих технологій. Обгрунтованого з'ясування потребують і такі аспекти проблеми, як розв'язання війни через етнотериторіальні, національні, релігійні та інші питань. За нинішньої зовнішньополітичної та внутрішньої ситуації в Україні важливого значення набуває необхідність грунтовного, неупередженого, об'єктивного, позбавленого ідеологічних штампів дослідження багатьох питань щодо мотиваційних передумов початку військових конфліктів, які, як правило, висвітлюються тенденційно, в залежності від політичної кон'юнктури. Застосування зброї як сукупності технічних засобів та маніпуляційних прийомів для придушенния супротивника, що передбачає можливість його знищення дозволяє відокремити війну від інших видів політичного конфлікту. З огляду на людський вимір історії актуальним є вивчення морально-психологічних аспектів збройного протистояння, які є складним випробуванням для всіх його учасників. Саме ця обставина визначає необхідність звернути особливу увагу на підгрунтя виникнення збройних політичних конфліктів, хід їх протікання і завершення, роль і органів державного і військового управління в процесі запобігання та врегулювання збройного конфлікту, вплив на суспільство через різноманітні заходи.

THE THEORY OF THE EMERGENCE OF MILITARY CONFLICTS, WARS

Summary

The article states that the war is a conflict between political entities — states, political groups — which takes place on the basis of various claims, in the form of armed confrontation, military action between their armed forces. The war is an armed weapon to impose its opponent's will.
On the basis of the studying of educational science literature, approaches are systematized in the analysis of the historical development of mankind and military conflicts in order to identify the laws of the emergence of wars. It has been worked out that the classification spectrum does not reflect the fullness of possible variants of the use of armed violence, since the forms and forms of armed political conflict originate and operate in concrete historical conditions that determine the specificity and uniqueness of each individual conflict. In this regard, the choice of the form of armed violence largely depends on the reasons that led to the conflict. It is shown that at the present stage of economic development, it is important to understand that in the global world a complex of problems that arose as a result of efforts of the world powers to increase its military power is relevant. We observe that a wider range of specialists from different fields is involved in the work on achievement of decisive military superiority — first of all it concerns specialists in the field of high technologies. Reasonable clarification also requires such aspects of the problem as the beginning of the war through ethno-territorial, national, religious and other reasons. In the current foreign policy and internal situation in Ukraine, the importance of a thorough, impartial, objective, devoid of ideological stamps, the study of many issues regarding the motivational preconditions for the beginning of military conflicts, which tend to be biased, depending on the political situation, becomes essential. The use of weapons as a combination of technical means and manipulative techniques for suppressing the enemy, envisaging the possibility of its destruction, allows separating the war from other types of political conflict. Given the human dimension of history, it is relevant to study the moral and psychological aspects of armed confrontation, which is a difficult test for all its participants. It is this circumstance that determines the need to pay special attention to the conditions and causes of armed political conflicts, the course of their occurrence and completion, the role and place of the armed forces, state and military authorities in the process of preventing and resolving armed conflict.
