ІСТОРІЯ РОЗВИТКУ МИТНОЇ СИСТЕМИ УКРАЇНИ: КЛЮЧОВІ ПРОБЛЕМИ ТА ЗДОБУТКИ В УМОВАХ ЄВРОПЕЙСЬКОЇ ІНТЕГРАЦІЇ
Анотація
У статті обгрунтовано актуальність огляду історії становлення митної системи суверенної України задля визначення ключових проблем і перспектив розвитку митної сфери в умовах європейської інтеграції. Виокремлено чотири ключові етапи розвитку національної митної системи з моменту проголошення незалежності України до сьогодні за організаційно-структурним підходом, що грунтується на розмежуванні функціонування Державного митного комітету України, Державної митної служби України, Міністерства доходів і зборів України та Державної фіскальної служби України. Змістовно проаналізовано кожен виокремлений етап в історії розвитку національної митної системи, ідентифіковано ключові проблеми та переваги функціонування митних органів України на кожному із етапів. Доведено необхідність започаткування нового п'ятого етапу розвитку митної системи України, що репрезентуватиме масштабне реформування митної сфери та виведення її із стану затяжної стагнації на якісно новий етап розвитку.

THE HISTORY OF UKRAINIAN CUSTOMS SYSTEM DEVELOPMENT: KEY PROBLEMS AND ACHIEVEMENTS IN TERMS OF EUROPEAN INTEGRATION
Summary
On the basis of studying and analyzing the history of customs system development in the conditions of independent Ukraine, four key stages were identified according to the organizational and structural principle. In particular, the first stage of national customs system development in the conditions of a sovereign state is connected with the creation and functioning of the State Customs Committee of Ukraine (1991—1996). The second stage can be identified with the activity of the State Customs Service of Ukraine (1996—2012). The next third stage in the history of national customs system development concerns the functioning of customs authorities within the structure of the Ministry of Revenues and Collections of Ukraine (2012—2014). The last fourth stage is connected, first of all, with the reorganization of the Ministry of Revenues and Collections into the State Fiscal Service of Ukraine, which includes customs authorities (from 2014 to the present). It was found that the first stage in the history of customs development of independent Ukraine was characterized by significant problems associated with the withdrawal of Ukraine from the USSR, the formation of an independent state and the national economy transition from the administrative-command type to the market model. In spite of difficult circumstances, this period reflected the first positive changes in the national customs system development on the basis of strengthening its key functions. At the second stage there was a qualitative improvement of the customs authorities' organizational structure and the active development of international customs cooperation. It was determined that the third stage became a critical turning point, which led to the gradual destruction of the national customs system in the context of the tax and customs union. The fourth stage was a continuation of the previous stage and only deepened the unwarranted prioritization of the fiscal function, the abandonment of security, protection, service, control and regulatory functions, as well as international customs cooperation. Such tendencies are ungrounded in the conditions of European integration and necessitate the launch of a new fifth stage of Ukrainian customs system development, which will represent a large-scale reform of the customs sphere and bring it from a state of prolonged stagnation to a qualitatively new development stage.
