ПРИНЦИПИ ВЗАЄМОДІЇ СТАТИСТИЧНИХ КЛАСИФІКАЦІЙ В СИСТЕМІ E-HEALTH В УКРАЇНІ

Анотація

У статті особливу увагу приділено актуальному питанню визначення принципів взаємодії статистичних класифікацій в системі e-Health. Метою цієї роботи є аналіз бази метаданих при формуванні національної системи електронної охорони здоров'я з урахуванням окрім основних класифікаторів, що безпосередньо стосуються охорони здоров'я, ще й додаткових, які мають вплив на здоров'я людини та які доцільно використовувати в системі електронної охорони здоров'я в Україні.
Для досягнення поставленої мети, перш за все, обгрунтована необхідність популяризації та поширення використання міжнародних стандартів та статистичних класифікацій. Визначено сімейство класифікацій Всесвітньої організації охорони здоров'я, що містить класифікації трьох типів: еталонні (довідкові) класифікації, похідні класифікації та споріднені класифікації.
Визначено й проаналізовані додаткові класифікації, які доцільно використовувати в системі електронної охорони здоров'я, що дозволяють проаналізувати інші чинники, які впливають на здоров'я населення, а саме: статус у зайнятості, професія, рівень освіти. Розглянуто відповідні класифікації: Міжнародна класифікація статусу в зайнятості (ICSE-93), Міжнародна стандартна класифікація професій (ISCO-08), Міжнародна стандартна класифікація освіти (ISCED-2011). За кожною з розглянутих класифікацій наведено основні визначення. Сформовано систему класифікації статусів зайнятості. Розглянуто рівні кваліфікації професій відповідно до ISCO-08. Проведено відповідність основних груп ISCO-08 та рівнів кваліфікації.

PRINCIPLES OF THE INTERACTION OF STATISTICAL CLASSIFICATIONS IN THE E-HEALTH SYSTEM IN UKRAINE

Summary

In the article special attention is paid to the actual question of determining the principles of interaction of statistical classifications in the e-Health system. The purpose of this work is to analyze the metadata base in the formation of the national e-health system, taking into account, in addition to the main classifiers directly related to health care, and additional ones that have an impact on human health and are expedient to use in the electronic security system health in Ukraine.
First of all, the necessity to popularize and extend the use of international standards and statistical classifications due to the necessity of standardizing the information available to support and increase the efficiency of the functioning of the national e-Health system is substantiated. The classification family of the World Health Organization, which contains three types of classification: reference classifications, derivative classifications and related classifications, is defined. Each type of classifications is described and international classifications referring to the selected types are indicated.
Identified and analyzed additional classifications that are expedient to use in the e-Health system, allowing to analyze other factors that affect the health of the population, such as employment status, occupation, education level ets. Appropriate classifications are considered: International Classification of Employment Status (ICSE-93), International Standard Classification of Occupations (ISCO-08), International Standard Classification of Education (ISCED-2011). For each of the considered classifications, the basic definitions are given. The system of classification of employment status has been formed. The levels of qualifications of professions according to ISCO-08 are considered. Conformity of major ISCO-08 groups and qualifications levels is made.
