БЮДЖЕТНА ПОЛІТИКА ЕКОНОМІЧНОГО ЗРОСТАННЯ

Анотація

У статті розкрито сутність бюджетної політики економічного зростання як інструменту державного фінансового регулювання суспільних відносин, яка полягає у взаємодії інституційних, економічних складових бюджетної системи та фінансової архітектоніки, що в процесі розробки основних напрямів формування та використання бюджетних коштів створює умови для досягнення стратегічних цілей держави. Обгрунтовано, що підвищення ефективності бюджетних видатків потребує узгодження цілей бюджетних програм з пріоритетами соціально-економічного розвитку країни, використання дієвих форм державної фінансової підтримки. Визначено, що бюджетна політика виступає дієвим інструментом забезпечення макроекономічної стабілізації, завдання бюджетного регулювання щодо формування дієвого розподілу фінансових ресурсів мають бути скоординовані з цілями стійкого зростання економіки країни та підвищення життєвого рівня населення. Показано, що подальший розвиток системи планування та виконання бюджетів, що грунтується на принципах програмно-цільового методу, потребує удосконалення бюджетного процесу щодо посилення спрямованості планування бюджету на кінцеві результати, підвищення ефективності використання бюджетних коштів.

BUDGETARY POLICY OF ECONOMIC GROWTH

Summary

The essence of fiscal policy of economic growth as an instrument of state financial regulation of social relations is revealed, which is the interaction of institutional, economic components of the budget system and financial architecture, which, in the process of developing the main directions of the formation and use of budget funds, creates conditions for the achievement of the strategic goals of the state. It is substantiated that the increase of the efficiency of budget expenditures requires the coordination of the objectives of budget programs with the priorities of socio-economic development of the country, the use of effective forms of state financial support. It is determined that fiscal policy acts as an effective tool for ensuring macroeconomic stabilization, and the task of budgetary regulation regarding the formation of efficient allocation of financial resources should be coordinated with the goals of sustainable growth of the country's economy and increase of living standards of the population. It is shown that further development of the system of planning and execution of budgets, based on the principles of the program-target method, requires improvement of the budget process in order to strengthen the direction of budget planning for the final results, increase the efficiency of using budget funds.
