ІНСТИТУЦІОНАЛЬНИЙ ПІДХІД ДО ФОРМУВАННЯ ІННОВАЦІЙНОЇ СИСТЕМИ ДЕРЖАВНОГО РЕГУЛЮВАННЯ АГРОБІЗНЕСУ
Анотація
У статті удосконалено інструментарій державного регулювання аграрного бізнесу за відповідним його поділом на інструменти. Досліджуються системоутворюючі фактори, що визначають ефективність функціонування агробізнесу. Представлено результати моніторингу та аналізу формування інституціональних підходів. Обгрунтовано пріоритетні напрямки формування і розвитку систематизуючих інститутів аграрного ринку. Зроблено висновок про те, що незважаючи на невідповідність окремих правил імперативам зовнішнього середовища, основу державного і підприємницького партнерства формують закони, відомчі акти та інші нормативно-правові акти органів влади. Без урахування визнання пріоритету інститутів-правил вибір напрямів формування системи державного регулювання агробізнесу, адекватних потребам підприємницьких організацій і імперативам СОТ, виявляється проблематичним. Приведення теоретичних знань у відповідність з практичними проблемами, що накопичилися у сфері взаємодії влади та агробізнесу, припускає закріплення визначальної ролі за нормативними актами.

INSTITUTIONAL APPROACH TO THE FORMATION OF INNOVATIVE SYSTEM OF STATE REGULATION OF AGRIBUSINESS
Summary
The article was improved instruments of state regulation of agrarian business with the appropriate its division into tools. Examines the strategic factors that determine the efficiency of agribusiness. The results of monitoring and analysis of institutional approaches. It justifies priority directions of formation and development of systematizing institutions of the agricultural market. It is concluded that despite the inconsistency of individual rules to the imperatives of the external environment, the basis of state-private partnership form laws, departmental rules and other normative legal acts of the authorities. Excluding the recognition of the priority of institutions-the rules, the choice of directions of formation of system of state regulation of agribusiness, adequate to the needs of business organisations and the imperatives of the WTO, is problematic. Bringing theoretical knowledge in line with practical problems that have accumulated in the sphere of interaction of power and agribusiness, involves the fixing of the decisive role behind the regulations.
