ПРОБЛЕМАТИКА УПРАВЛІННЯ ДЕРЖАВНИМИ БЮДЖЕТНИМИ ТА ПОЗАБЮДЖЕТНИМИ ФОНДАМИ ГРОШОВИХ КОШТІВ В УКРАЇНІ
Анотація
Статтю присвячено бюджетним та, у меншій мірі, позабюджетним фондам грошових коштів, ефективність управління якими визначатиме ступінь захисту або задоволення суспільних інтересів. Запропоноване авторське визначення терміну "державний фонд грошових коштів". Визначено відмінні ознаки та здійснено класифікацію бюджетних та позабюджетних фондів. Охарактеризовано специфіку діяльності Фонду соціального захисту інвалідів. Доведено необхідність вдосконалення правових і організаційних засад управління бюджетними фондами економічного спрямування. Виявлено, що при використанні коштів цільових фондів екологічного спрямування порушувалася бюджетна дисципліна та принцип відкритості, що негативно позначилось на екологічному стані України. Обгрунтовано, що трансформація механізму формування та використання коштів Державного фонду фундаментальних досліджень не лише сприятиме суспільному розвитку, а й дозволить збільшити дохідну частину державного бюджету за рахунок продажу інтелектуальної власності. Досліджено окремі фонди загального спрямування та запропоновано напрями підвищення ефективності управління ними. Зроблений узагальнений аналіз позабюджетних цільових фондів грошових коштів соціального та економічного спрямування дозволив дійти до висновків, що держава, в особі уповноважених органів управління, не здійснює повною мірою захист своїх громадян.

PROBLEMS OF THE STATE BUDGETARY AND EXTRA-BUDGETARY MONEY FUNDS MANAGEMENT IN UKRAINE
Summary
The article is devoted to budgetary and, to a lesser extent, extra-budgetary funds of money, the effectiveness of which management will determine the degree of protection or satisfaction of the public interest. The author's definition of the term "state funds of funds" was proposed. The distinctive features of budgetary and extra-budgetary funds were identified and their classification was done. The specifics of the Fund for Social Protection of the Disabled were described. The necessity of improvement of legal and organizational grounds of budgetary economic direction funds management was proved. It was revealed that when using the money of the environmental funds targeted funds violated budget discipline and the principle of openness, which adversely affected the ecological state of Ukraine. It is substantiated that transformation of the mechanism of formation and use of money funds of the State Fund for Fundamental Research will not only promote social development, but will also increase the revenue part of the state budget at the expense of the sale of intellectual property. Individual funds of general direction were investigated and directions of increase of efficiency of management by them were offered. A generalized analysis of extra-budgetary trust funds of social and economic direction was made it possible to reach the conclusion that the state, in the person of the authorized management bodies, does not fully protect its citizens.
