Анотація

Стаття містить результати виявлення пріоритетних напрямів державної соціальної підтримки та захисту населення країни в умовах нестабільної політичної та економічної ситуації та обмеження бюджетного фінансування. Соціальній сфері України притаманна неузгодженість окремих її частин, розгалуженість законодавчої бази, відсутність взаємодії між різними підвідомчими службами, установами, підприємствами, громадськими організаціями, що ускладнює координацію надання соціальних послуг та процеси їх покращення. Головним індикатором соціального стандарту є те, що соціальні виплати повинні забезпечувати прожитковий мінімум. Але вітчизняна система соціального захисту не забезпечує цього й не є механізмом подолання і попередження соціальних ризиків. Фактично система соціального захисту не дозволяє цільовим групам населення скористатися соціальними виплатами для зміни свого соціального та матеріального статусу, вийти з кризових ситуацій. Аналіз закордонного досвіду, визначена модель модернізації за трьома пріоритетними напрямами (максимізація ефективності соціальних послуг, раціоналізація їхнього використання та адресність) дозволить створити ринок соціальних послуг, покращити законодавчу базу, підвищити статус соціального працівника; покращити адресність і якість соціальних послуг.

PRIORITY DIRECTIONS OF STATE SOCIAL SUPPORT AND PROTECTION OF THE POPULATION OF THE COUNTRY

Summary

The article contains the results of determining the priority areas of state social support and protection of the population of the country in conditions of unstable political and economic situation and restriction of budget financing. Some parts of the social sphere of Ukraine are not coordinated with each other. The social sphere has normative acts that contain contradictions. Various services, institutions civic organizations do not have effective communication. This complicates the coordination of the provision of social services. The need for a single codified act, the social code is one of the areas of optimization of the social assistance system. Such a code must contain an exhaustive list of criteria and grounds that give the right to protection by the state determine the possibilities of social partnership with enterprises, entrepreneurs, institutions, public organizations, bodies of self-government, basic principles, criteria and grounds for state protection and establish common approaches to regulation of social security and social security system. The main indicator of the social standard is the compliance of social benefits and the living wage. This correspondence does not exist in the domestic system of social protection. This system does not prevent risks and does not help to overcome poverty. Target groups cannot use social benefits to change their social and material status. Social services will almost not allow a person to get out of crisis situations. The research allows determining the analysis of foreign experience, the model of modernization is defined in three priority directions. These are: maximizing the effectiveness of social services, rationalizing their use and targeting. Maximization of efficiency can be achieved by introducing a three-sectoral model for providing social services to finance the implementation of state social measures from three sources: state and local budgets and private funds. Such cross-sectoral cooperation is based on the combination of different sources of funding, allows additional resources to be added to the system of social protection, as well as public control. Such a model will create a market for social services, improve the legal framework, increase the status of a social worker; improve targeting and quality of social services. The market for social services involves the provision of free services and services on a fee basis by non-state and private sector entities.
