ФІНАНСОВА ДЕЦЕНТРАЛІЗАЦІЯ В УКРАЇНІ: МОЖЛИВОСТІ ТА ЗАГРОЗИ ДЛЯ ЗАБЕЗПЕЧЕННЯ СТАЛОГО РОЗВИТКУ ТЕРИТОРІАЛЬНИХ ГРОМАД
Анотація
У статті проведено теоретичне дослідження особливостей реалізації політики фінансової децентралізації як основи для забезпечення сталого розвитку об'єднаних територіальних громад. Визначено основні напрямки трансформації соціально-економічної політики держави, реалізація яких сприятиме підвищенню ефективності розвитку територій на засадах фінансової незалежності. Проведено аналіз змін податкового законодавства в сфері розподілу податків і зборів між бюджетами різних рівнів. Досліджено основні проблеми, які виникають у процесі формування об'єднаних територіальних громад: фінансові, інфраструктурні та екологічні, запропоновані шляхи їх вирішення. Визначено переваги фінансової децентралізації для розвитку об'єднаних територіальних громад: підвищення фінансової автономії, зростання ефективності процесів міжбюджетного вирівнювання, обсягів власних ресурсів місцевих бюджетів та їх частки в структурі зведеного бюджету.

FINANCIAL DECENTRALIZATION IN UKRAINE: OPPORTUNITIES AND THREATS FOR SUSTAINABLE DEVELOPMENT OF TERRITORIAL COMMUNITIES
Summary
The article deals with the theoretical study of the peculiarities of the implementation of the financial decentralization as the basis for the sustainable development of the united territorial communities. The main directions of the transformation of the state socio-economic policy, implementation of which will contribute to improving the effectiveness of the development of territories on the principles of financial independence are determined. The analysis of changes in tax legislation in the area of distribution of taxes and fees between budgets of different levels is carried out. The main problems, which arise in the process of formation of united territorial communities: financial, infrastructural and ecological, are proposed. The ways of their solution are offered. The advantages of financial decentralization for the development of the united territorial communities: increasing financial autonomy, increasing the efficiency of the processes of intergovernmental equalization, the volume of own resources of local budgets and their share in the structure of the consolidated budget have been identified.
