СІЛЬСЬКА ГРОМАДА В УКРАЇНІ ЯК СУБ'ЄКТ СОЦІАЛЬНО-ЕКОНОМІЧНОГО РОЗВИТКУ: АКТИВІЗАЦІЯ ЧЕРЕЗ САМООРГАНІЗАЦІЮ ТА ПАРТНЕРСТВО
Анотація
У статті визначено стратегічні напрями зміцнення суб'єктності сільської громади в Україні у питанні забезпечення власного соціально-економічного добробуту — з використанням можливостей самоорганізації та з акцентом на співробітництво широкого спектру зацікавлених сторін. Кроки з посилення організаційної життєздатності та соціально-економічного потенціалу сільських громад запропоновано диференціювати відповідно до характеру діяльності основних соціально-економічних суб'єктів на місцях — громадського активу, бізнесу, органів місцевого самоврядування. Обгрунтовано, що розвиток самоорганізації на селі для цілей забезпечення місцевого соціально-економічного добробуту має грунтуватися на розбудові мережі громадсько-активних шкіл, на поширенні моделі соціального підприємництва, а також на покращенні місцевих умов для функціонування органів самоорганізації населення. Зроблено наголос на важливості та сформульовано організаційні засади фасилітативної участі центральної влади у цих процесах.

A RURAL COMMUNITY IN UKRAINE AS AN ACTOR OF SOCIO-ECONOMIC DEVELOPMENT: STRENGTHENING THROUGH SELF-ORGANIZATION AND PARTNERSHIP
Summary
The paper argues the strategic directions of the strengthening of the social and economic potency of rural communities in Ukraine exploiting the principles of the self-organization and inner-community stakeholders' cooperation. It is suggested that the possible measures to revive and secure rural community socio-economic capability are to be differentiated in accordance with the organizational and operational specifics of the given inner-community institutions, such as the local civil society, the local business and the local public authorities. The paper reasons that the self-organization and the vast cooperation of the institutions considered could promote the rural socio-economic welfare through the establishment of a network of community schools, through deployment of community-based social entrepreneurship, and through the maintenance of the specific public bodies of self-organization of local population. The importance of the central powers' facilitation to these initiatives must also not be neglected. The paper sets the possible ways and means of that facilitation as well.
