ЗМІШАНЕ ФІНАНСУВАННЯ ВИЩОЇ ОСВІТИ — ШЛЯХ ДО ЇЇ РОЗВИТКУ

Анотація

У статті досліджувалася проблема фінансування вітчизняної освіти. Визначено традиційні принципи, за якими здійснюється цей прцес та з'ясовано основні їх позитивні якості й недоліки. Запропоновано подолання зазначених недоліків на основі змішаної моделі та ваучерно-кредитного алгоритму. Наведено основні фонди, за якими має відбуватися фінансування університету, та визначено джерела їх поповнення. Встановлено та обгрунтовано головні закономірності розрахунку вартості навчання. Проведено класифікацію університетів за критерієм його сприйняття ринком та запропоновано підходи щодо перерозподілу коштів держбюджету (держзамовлення) відповідно до цього.

Summary

In this article the author studied the problem of financing education. Defined traditional principles which carried this prces and explained the main positive qualities and flaws. Proposed to overcome these disadvantages based on mixed model and vauсerno-the credit algorithm. Summarize the main foundations on which funding should take place at the University, and identified the sources of their replenishment. Installed and grounded main regularities of the calculation of the cost of training. Held the classification of universities by the criterion of his perception of the market and the proposed approaches to redistribution of the funds of the State budget (State order) according to this.
