НАЦІОНАЛЬНА ІННОВАЦІЙНА СИСТЕМА ЯК ОБ'ЄКТ ФІНАНСОВОГО РЕГУЛЮВАННЯ
Анотація
У статті розкрито теоретичні засади та методологічні принципи концепції національних інноваційних систем. Систематизовано наукові підходи до визначення її сутності у працях зарубіжних та вітчизняних вчених. Запропоновано тлумачення національної інноваційної системи як сукупності відносин з приводу створення, розповсюдження та використання інновацій в межах певної країни, обумовлених національною соціокультурною специфікою, геополітичними особливостями та стратегією економічного розвитку. Наведено аргументи щодо доцільності застосування поняття "національна" стосовно інноваційної системи країни. Виділено методологічні принципи побудови національної інноваційної системи, розглянуто її структуру в розрізі окремих елементів. З'ясовано роль формалізованих та неформалізованих інститутів у процесі фінансового регулювання. Доведено обумовленість функціонування національної інноваційної системи сприятливим правовим та економічним середовища, наявністю розвинутої інноваційної інфраструктури, ефективністю механізмів регулювання.

NATIONAL INNOVATIVE SYSTEM AS OBJECT OF THE FINANCIAL REGULATION
Summary
Theoretical principles and methodological principles of national innovative systems conception are exposed in the article. The scientific approaches to the determination of its essence in articles of foreign and home scientists are systematized. Interpretation of the national innovative system as totalities of relations concerning creation, distribution and use of the innovations within the limits of certain country, conditioned by a national sociocultural specific, geopolitical features and strategy of economic development is offered. Arguments to expediency of application of concept "national" to the innovative system of country are brought. Methodological principles of the national innovative system construction are distinguished, its structure in the cut of separate elements is considered. The role of the formalized and unformalized institutes in the process of the financial regulation is found out. The conditionality of the national innovative system functioning by favourable legal and economic environments, by the presence of the developed innovative infrastructure, efficiency of regulation mechanisms is confirmed.
