ШЛЯХИ ОПТИМІЗАЦІЇ МІСЦЕВИХ ЗАПОЗИЧЕНЬ У КОНТЕКСТІ ЗАРУБІЖНОГО ДОСВІДУ
Анотація
У статті висвітлюється роль та значення місцевих запозичень як важливого альтернативного джерела доходів місцевих бюджетів. Досліджено європейський та американський досвід здійснення місцевих запозичень. У даному напрямі визначено основні аспекти побудови ефективних систем місцевих запозичень. Значну увагу приділено зарубіжному досвіду формування інфраструктури ринків муніципальних запозичень таких, як рейтингові агентства, кредитні бюро, фінансові та юридичні консультанти, андерайтери, кваліфіковані лід-менеджери, біржі, страхові компанії, фінансові посередники та інші. При звертанні до світової практики застосування тих чи інших фінансових технологій особливої уваги заслуговують питання щодо придатності та застосування зарубіжного досвіду у вітчизняну практику. У цьому контексті окреслено шляхи оптимізації здійснення місцевих запозичень у сучасних умовах державотворення.

WAYS OF OPTIMIZATION OF THE LOCAL BORROWINGS IN THE CONTEXT OF FOREIGN EXPERIENCE
Summary
In the article a role and value of the local borrowings as an important alternative source of profits of local budgets are given. European and American experience of realization of the local borrowings are investigated. In this direction certainly basic aspects of construction of the effective systems of the local borrowings are determined. The special attention is spared foreign experience of forming of infrastructure of markets of the municipal borrowings such, as ratings agencies, credit bureaus, financial and legal consultants, anderayteri, skilled lid- managers, stock, insurance companies, financial mediators etс. At an address to world practice of application financial technologies of the special attention questions deserve in relation usage of foreign experience in domestic practice. In this context ways of optimization of realization of the local borrowings in the modern terms of creation of the state are outlined.
