ЩОДО НАУКОВОГО ЗАБЕЗПЕЧЕННЯ ДЕРЖАВНОГО УПРАВЛІННЯ У СФЕРІ ДЕРЖАВНОЇ МИТНОЇ СПРАВИ

Анотація

У статті здійснено аналіз наукового забезпечення державного управління у сфері державної митної справи, основою для якого стала база авторефератів дисертацій Національної бібліотеки України імені В.І. Вернадського та тематичні плани прикладних наукових досліджень Держмитслужби України й Міндоходів України. Для більш повного уявлення про об'єкт дослідження, співставляється тематика наукових пошуків з призначенням та основними завданнями митної служби України, визначеними у Митному кодексі України та Положенні про Державну митну службу України / Міндоходів України у тій частині, що не увійшла до Митного кодексу України. Проаналізувавши наявні дані та виявивши прогалини у науковому забезпеченні державного управління у сфері державної митної справи, ми запропонували "Карту митної науки", яка є відображенням кожного завдання митної служби, з одного боку, та наявної бази досліджень для подальшого удосконалення напрямів розвитку митної служби, з іншого. Розроблена "Карта митної науки" засвідчила недосконалість роботи у напрямі виявлення проблемних питань у сфері митної справи, що потребують наукового аналізу й прогнозування, та зумовлює необхідність розроблення концепції наукового забезпечення державного управління у податково-митній сфері. Запропоновано структуру авторської Концепції наукового забезпечення державного управління у податково-митній сфері — "Концепцію п'яти веж", — метою якої є удосконалення діяльності Держмитслужби України/Міндоходів України шляхом визначення концептуальних засад формування ефективного та дієвого механізму наукового забезпечення державного управління у податково-митній сфері.

AS FOR SCIENTIFIC PROVIDING OF PUBLIC GOVERNANCE IN THE FIELD OF THE STATE CUSTOMS

Summary

Analysis of scientific providing of Public Governance in the field of the State Customs is executed in the article. Abstracts of dissertations, which are concentrated in the National Vernadsky Library of Ukraine, and thematic plans of applied scientific researches of the State Customs Service of the Ministry of Taxes and Revenues of Ukraine are the base of this analysis. Topics of scientific searches are matched with purposes and main goals of the State Customs Service of Ukraine, which are determined in the Customs Code of Ukraine and in the Regulations on the State Customs Service of Ukraine / the Ministry of Taxes and Revenues of Ukraine in such part, which was not included into the Customs Code of Ukraine, to formulate better imagery about object of the researching. Modern data were analyzed and gaps of scientific providing of Public Governance in the field of the State Customs were revealed, and the "Map of customs science" is proposed by author. The Map is reflection of each tasks of Customs Service, on the one hand, and valid base of researches to the next perfecting of ways of development of Customs Service, on the other hand. The Map, is worked out by author, testifies an imperfection of research to catch out problems in the field of Customs, which need scientific analysis and prognostication. Also, the Map causes demand to work out conception of providing of Public Governance in the tax and customs field.
The structure of Conception of scientific providing of Public Governance in the field of tax and customs — the "Conception of Five Towers", is worked out by author, is proposed. The object of the Conception is improving of activity of the State Customs Service of Ukraine / the Ministry of Taxes and Revenues of Ukraine by the way of determining of conceptual bases of forming of effective and acting mechanism of scientific providing of Public Governance in the tax and customs field.
