ДОСЛІДЖЕННЯ ВПЛИВУ СТАНУ ФІНАНСОВО-КРЕДИТНОЇ СИСТЕМИ НА БЕЗПЕКУ ЕКОНОМІКИ РЕГІОНУ
Анотація
У статті зазначається, що сучасний економічний розвиток регіональних економічних систем України викликаний загостренням необхідності вдосконалення регіональної економічної політики в умовах кардинальної зміни відносин між рівнями управління економікою, запровадження принципів стійкого розвитку, формування внутрішньо- і міжрегіональних господарських зв'язків на ринковій основі.
Зазначається, що економічна безпека є основним елементом національної безпеки держави, її загальнодержавний рівень визначається рівнем регіональних систем, а процес гарантування економічної безпеки держави повинен реалізовуватися на основі врахування і дотримання безпеки територіальних складових.
Метою статті є перевірка гіпотези про наявність впливу стану банківської системи регіону на його економічну безпеку задля знаходження шляхів подолання фінансових небезпек при формуванні стабільної регіональної економіки.
Для цього в результаті аналізу точок зору вчених визначили загальний набір індикаторів фінансової безпеки регіону, побудували модель оцінки фінансової безпеки регіону, модифікували модель Дюпона задля визначення рентабельність активів банківської системи регіону, побудували модель впливу стану банківської системи регіону на його економічну безпеку.
Розрахунки за розробленим підходом проводились на прикладі Придніпровського регіону як одного з найпотужніших промислових регіонів України по Дніпропетровській, Запорізькій та Кіровоградській областям окремо за допомогою програмного продукту Microsoft Excel.
За даними розрахунків визначили значущі змінні: темпи зростання (зменшення) валового регіонального продукту та темпи зростання (зменшення) фінансових результатів від звичайної діяльності до оподаткування.
Крім того, зазначили, що для розробки дієвих заходів щодо покращення ситуації фінансової безпеки в регіоні замало тільки встановити факт зв'язку. Потрібно ще й визначити граничні межі отриманого впливу. Так, за результатами моделювання розроблено норматив фінансової безпеки банківської системи регіону (Н13), для Національного банку України запропоновано заходи щодо його впровадження.

RESEARCH OF INFLUENCE OF INDICATORS OF FINANCIALLY-CREDIT SYSTEM ON SAFETY OF REGION
Summary
The article notes that the current economic development of Ukrainian regional economic systems induced exacerbation of the need to improve regional economic policy in terms of a fundamental change in the relationship between levels of economic management, the introduction of the principles of sustainable development, the formation of intra-and inter-regional economic relations on a market basis.
It says that economic security is a key element of the national security state, its national level depends on the level of regional systems and the process to guarantee the economic security of the state should be implemented on the basis of accounting and security of territorial components.
The aim of the article is verification the hypothesis of the influence of the state of the banking system in the region for its economic security in order to find ways to overcome the financial dangers in the formation of a stable regional economy.
To this end, the analysis point of views of scientists have identified the common set of indicators of financial security in the region, built a model for evaluating the financial security of the region, modified the DuPont Model to identify the profitability of the banking system in the region, built the model of impact of the state of the banking system in the region for its economic security.
Calculations carried out by the developed approach on an example Pridneprovsk region as one of the major industrial regions of Ukraine in Dnіpropetrovsk, Zaporizhia and Kirovograd separately with the software Microsoft Excel.
According to calculations identified significant variables: growth (decrease) in gross regional product and growth (decrease) in financial results from ordinary activities before tax.
In addition, noted that the development of effective measures to improve the situation of financial security in the region is not enough just to establish the fact of communication. Also should be defined the limits of the resulting impact. For the results of modeling have been created the standard of financial security of the banking system in the region (H13) for the National Bank of Ukraine was proposed measures for its implementation.
