ДЕРЖАВНО-ПРИВАТНЕ ПАРТНЕРСТВО ЯК ІНСТРУМЕНТ ПІДВИЩЕННЯ КОНКУРЕНТОСПРОМОЖНОСТІ РЕГІОНІВ
Анотація
У статті обгрунтовано необхідність дослідження питань застосування державно-приватного партнерства як інструмента, що дозволяє досягтися інноваційного й конкурентоспроможного розвитку економіки регіонів. На основі аналізу статистичної інформації наводяться дані щодо структури, обсягів й напрямів фінансування інноваційної діяльності як в Україні, так і в провідних країнах світу. Підкреслюється проблема недостатності фінансування інноваційних процесів в Україні й називаються проблеми, що перешкоджають модернізаційно-інноваційному розвитку економіки України. Приводиться інформація про область застосування державно-приватного партнерства, можливі типи співробітництва й види договорів, що укладаються при цьому. Називаються найважливіші джерела фінансування інноваційно-технологічних проектів. На основі дослідження закордонної практики пропонуються певні напрями розвитку механізмів державно-приватного партнерства. Доводиться, що державно-приватне партнерство гарантує появу комерційного інтересу у приватного бізнесу вкладати інвестиції, а держава у свою чергу досягає соціальної стабільності.

STATE-PRIVATE PARTNERSHIP AS THE TOOL OF INCREASE OF REGIONS COMPETITIVENESS
Summary
In the article the necessity of research of state-private partnership application of as the tool is considered, allowing to reach innovative and competitive development of regional economy. On the basis of the analysis of the statistical information the data about structure, volumes and directions of financing the innovative activity both in Ukraine and in the leading countries of the world is present here withed. The problem of insufficiency of financing of innovative processes in Ukraine is emphasized and the problems referring to modernization innovative development of Ukrainian economy are negotiated. The information about sphere of state-private partnership, usage possible types of cooperation and kinds of the concluded contracts is given. The major sources of financing innovative-technological projects are offered. On the basis of research of foreign practice certain directions of development of state-private partnership mechanisms are offered. It is proved that the state-private partnership guarantees occurrence of commercial interest in private business to put investments, and the state, in turn reaches social stability.
